Enterprise Development and Market Competitiveness (EDMC) Project in Armenia

Status: Completed

IDG led the workforce development component for USAID’s EDMC project, implemented by prime contractor The Pragma Corporation. The project aimed at identifying and strengthening high potential value chains and placing them on a job-creating long-run growth trajectory. IDG’s approach to helping Armenia to overcome skills constraints included:

  1. Working with existing Vocational Education and Training (VET) institutions
  2. Improving curricula, policy, and information distribution at the national level through the Ministry of Education and the National Center for VET Development
  3. Arranging for VET services to be provided directly within value chains (e.g., by employers for employees, or by processors for farmers/suppliers)
  4. Improving labor market data and analysis
  5. Improving job-matching websites
  6. Developing model employment offices for the State Employment Services Agency (SESA)
  7. Assisting private for- and non-profit employment services providers

Workforce Development

IDG led the workforce development component for USAID’s Enterprise Development and Market Competitiveness project in Armenia. IDG worked with existing Vocational Education and Training institutions to improve labor market data and analysis. IDG also developed model employment offices for the State Employment Services Agency. IDG worked with local vocational education and training institutions (public and private) to help them to collaborate more closely with the private sector, with business associations and with large employers in local regions, to ensure that skills being taught were skills that were in demand by local employers actually hiring employees.
